Russian Foundation for Legal Reform

Russian Foundation for Legal Reform (RFLR) is a government/public non-profit organization created to provide comprehensive assistance in legal system reformation to institutions of state and local governing, public organizations. 

Functions

Improvement of Russian legal system is a complex and multilevel task. It is being solicited by power authorities, NGOs, charity, science, educational and remedial organizations. RFLR promotes the coordination of activities among the above-mentioned organizations, fund-raising activities and effective management of the funds provided for specific projects for development of legal system.

Founders

RFLR was founded in April 1996 according to President Decree No.81 of 22.02.1996. The founders were Administration of the President of Russian Federation, Ministry of Finance, Ministry of Justice, Federal Commission on securities and stock market of RF Federal Government, Russian Academy of Science.  

Projects and Programs 

Legal Reform Project

 has been executed since September 1996 and is aimed on improvement of Russian legal system in the terms of approaching to market economy and legal society. The project includes activities on establishing viable mechanisms promoting increase in the quality of the federal and regional laws being developed, creating citizen's legal culture, improvement of the system of creation and dissemination of legal information, professional education of judges, legal education in middle-schools, reforming of high-school legal education.

TACIS Project EDRUS 9607

"Strengthening of Legal Society and Legal Education in the Terms of Market Economy" is carried out since January 1998 conjointly with the "High School of Economics" State University. 

RFLR programs in Primorsky region

1998 - Victor Serdyuk (Lesozavodsk) and Svetlana Gosteva (Artyomovskiy) completed training by "Legal Education in School" Program

2000 - Natalia Vitkovskaya (FECEE Director) took part in "Problems of Legal Education in General Educational Institutions" conference, which was held in Moscow by the initiative of Administration of the President, Ministry of Education, Ministry of Justice and Russian Foundation for Legal Reforms.
